And any and all procedures that are required to insure a safe and healthy environment. It requires input from and cooperation from the citizens of Meade County. Solid waste must be dealt with in a manner that is environmentally prudent, economically sound, and realistically manageable. Each year the committee will evaluate the plan to see if any changes need to be made to improve the handling of solid waste in Meade County. Every five years the committee will review, update and or revise the plan, making sure that the 10 year planning period is sufficient. The committee will see to it that solid waste matters are properly financed and identify and address new and unforeseen challenges. It is to this end that the members of the committee strive.

 

 

 

 

DOCUMENTATION OF PUBLIC HEARING

 

 

This plan has been developed for the benefit of the citizens of Meade County, Kansas. Input from the public has been welcomed and encouraged in the development of this plan. The committee will continue to encourage and welcome any public input, now and in the future.

 

 

 

 

A public hearing was held on September 1st at 10:00 A.M. in the commissioners meeting room in the Meade County Courthouse. No input from the public was received.

RESOLUTION OF SOLID WASTE MANAGEMENT PLAN

 

 

 

GENERAL IMFORMATION

 

This Solid Waste Management Plan was developed and designed to provide a guide to manage solid waste activities and issues in Meade County Kansas. It was developed in response to meet the requirements under KSA 65-3405. The County became a part of the Southwestern Solid Waste Authority in 1993 after the Kansas Legislature passed House Bill 2801 in 1992. The Authority hired SCS Engineers from Kansas City, Missouri to develop a Solid Waste Management Plan including a specific plan for Meade County Kansas. Meade County left the Authority in 2000 and elected to become an independent county. This plan is designed to cover solid waste issues that may occur within Meade County in the next 10 years. The Meade County Economic Development committee has read and reviewed this revised and updated plan and believes that the plan is appropriate to the needs of Meade County. This plan is a guideline to follow when dealing with solid waste issues in Meade County. The Solid Waste Management system must meet local needs that will not pollute the air and water, nor constitute a public nuisance. Pollution from solid waste is a concern in the future, but does not appear to be a problem during the present time as long as solid waste in the County is properly controlled.

 

 

GOALS AND OBJECTIVES

 

 

The purpose of this Solid Waste Management Plan is to minimize adverse impacts on the environment and preserve public health and safety through solid waste management operating procedures, So that, the citizens of Meade County can live in a healthy, safe, clean, and litter free environment. The objective of the plan is to establish guidelines and criteria that will improve the environment, provide acceptable options, and be fiscally responsible in managing the disposal of solid waste generated in Meade County. We want to develop a solid waste management system that complies with State regulations for solid waste handling. We want to provide recycling opportunities and to ensure that adequate disposal capacity exists for the present and future residents of Meade County. We endeavor to accomplish this goal by ensuring that the objectives are in agreement with the law and regulations governing the handling and disposal of solid waste.

 

 

 

GENERAL COUNTY DESCRIPTION

 

Geographical

 

Meade County is a small rural area located in southwest Kansas lying along the Oklahoma border approximately 100 miles east of the Colorado border. Agriculture, oil, gas, and related services are the main source of income for the residences. There are no industries other than the above mentioned that are of any consequence in the county. Most of Meade County is within the semi-arid physiographic High Plains Region. A small portion in the southeast corner of the county is consisted in the Red Hills Region. There are a variety of soils typical of this part of the state. Of the total area, 35% of the land is dry land farmed, 20% of the acres are under irrigation, and 45% is pastureland.  There is no significant impact on the solid waste system from utilities, water supply or hydrology at this time or foreseen in the next ten years.

 

Population Densities and Identification of Cities

 

Meade County consists of 979 square miles, and has three incorporated third class cities.

 

1.    The City of Meade is the County seat and is located in the center of the county.

2.    The City of Fowler is located Ten (10) miles east on Highway 54.

3.    The City of Plains is location fourteen (14) miles west on Highway 54.

      

 

 

 

Kansas Statistical Abstract 2007

 

Population status according to the KSA 2007 report from April 2000 through July 2007 is recorded in Appendix A-3.

 

It can be seen from these figures that Meade County does not have the solid waste problems that occur in the more populated counties of the state. The assessed valuation of the County for the year 2008 is $113,932,831.

 

 

 

TRANSPORTATION SYSTEM

 

A general highway map of Meade County is recorded in Appendix A-4. Meade County is blessed with an excellent transportation system. State Highway 54 and State Highway 160 cross central Meade County from the east to the west. State Highway 23 runs north and south in the center of the county. There are 813 miles of county and township roads that serve as minor and major collector roads, 93 miles of which are asphalt. Movement to the Meade County Recycle and the Meade County Construction and Demolition Landfill is not a major concern.

 

 

EDUCATION

   

In order that the general public be informed and have input into this plan, a public hearing was held on September 1st 2009 at 10:00 A.M. This plan is designed for the benefit of the citizens of Meade County, and therefore, public education is necessary in order for this plan to be successful. Public education has occurred in the past and will continue in the future by newspaper articles, school programs and by other methods of exposure to the public. The KDHE “KANSAS DON’T SPOIL IT” program is being used in Meade County to help educate the public. In this small community, word of mouth plays an important role in communicating information. Every effort will be made in the future to continue public education and to solicit input from the public.

 

 

CURRENT SOLID WASTE SYSTEMS

 

RECYCLE CENTER

 

In 1996, Meade County purchased a 70’x 120’ building at 211 north Fowler (which is also State Highway 23) in the City of Meade. A baler was purchased in 1996 and a bobcat loader was purchased in 1997 with funds from the KDHE grant program. We have also leased another baler from Sonoco Recycling in May of 2007. The building is the central collection site for the county recycle program. A converted 8’ x 24’ trailer is located in Fowler and a metal shed approx. 40’ x 60’ is located in Plains. They are used as collection sites in those cities.

 

The Recycle Center in Meade is divided into two areas. There is a walk area open 24 hours a day 7 days a week for the public to bring in material. The remainder of the building is secured from the public and is used to store and process material. The type of recycle materials accepted are: cardboard, newspaper, office paper, magazines, telephone books, aluminum cans, metal cans, #1 PETE  (clear and colored plastic), and #2 HDPE heavy plastic. Appendix A-5 list the approximate yearly tonnage collected at the center. The capacity of the Recycle Center has not been met, which leaves ample room to expand the recycle program.

 

Meade County owns and operates a pick – up truck and trailer that is used to collect cardboard from businesses in each city. Cardboard is collected and brought to the Recycle Center to be baled and stored until the material is shipped out of the county for further processing by a commercial contractor. A full time person is employed by the county to operate the Recycle Center. His job description includes collection of cardboard throughout the county and to process the material, including all material collected in the walk-in area. After the material is collected and processed, it is stored until there is enough material to fill a semi-trailer, and then it is shipped to a commercial processor.

 

E-WASTE AND RECHARGEABLE BATTERIES

 

In November of 2007 we started collecting E-Waste. There is a converted 8’ x 24’ trailer at the landfill, we log in the E-Waste, pack it and haul it to the Seward County Landfill E-Waste facility. From there it goes to Asset Life Cycle in Topeka. In 2008 we started collecting rechargeable and small sealed lead batteries. We pack these in individual plastic bags, seal the bag and put them in a 40 lb. cardboard container box which is sealed. We then ship them out via UPS and it goes to Inmetco / RBRC in Ellwood PA. Appendix A-6will show the number of E-Waste items that were hauled to Seward County and the pounds of batteries we shipped out, plus an advertisement of collection dates.

 

 

DISPOSAL DEPARTMENT

 

In 2007 The Utility Department changed there name to Meade County Disposal. This is a non-taxing department and it is responsible for collecting and disposing of household waste generated in the three cities of Meade County. Fees collected from patrons finance the department. Each city collects a trash collection fee for each water meter and pays the Disposal Department each month. The current fee is $15.15 per month with one pickup per week for each water meter. Business collection fee is $19.50 per month for a 2 yard dumpster picked up each week. The department employs four full time people, one manager and three collectors. All department personnel are paid wages including benefits from these fees. These fees finance all equipment and maintenance cost. No tax money is used to operate the department. Physical assets of the department include three refuse trucks, one pickup truck and a shop with an office which is owned by Meade County. The shop is used to garage two of the trucks and it provides space for maintenance.

 

 

 

 

HOUSEHOLD WASTE

 

Approximately 2,000 tons of household waste is collected each year from the cities. Another 15 tons of household waste is collected from the household waste site at the Meade County C & D Landfill ** (see description of this site below). All of the household waste is transported to the Seward County Sub Title D Landfill in Liberal Kansas for disposal by the Disposal Department. The department does collect a very small amount of rural household waste. We go a distance of up to 3 miles if it’s not too much out of the way.

Rural residents have an option of contracting a private collector or haul the household waste to the Landfill. There are a number of contractors within the region that provide this service. Waste Connections out of Dodge City and Seward County Solid Waste out of Liberal are among the solid waste hauling contractors serving Meade County.

 

** There is an area set aside at the Landfill for the purpose of disposing household waste. The household disposal site at the Landfill consists of six 2-yard dumpsters that are within a small work area. The household waste is collected at the site and transported to the Seward County Sub-Title D Landfill for disposal by the Meade County Disposal Department. A fee is charged at the landfill to deposit household waste in the dumpsters. A list of current fees that enter the landfill are listed in Appendix A-7.

 

 

MEADE COUNTY LANDFILL

 

The old Meade County Sanitary Landfill was built in 1972 to dispose of all types of waste. The landfill is located two and a half miles north of Meade just off of Highway 23 in the central part of the County. It was closed in 1994 to comply with KDHE regulations concerning solid waste. At the same site, the Construction and Demolition Landfill was opened in 1994 and approved in 1996 with areas designed for special waste as described below. We were also given a permit number (0128).

 

FUNDING

 

 The Landfill is funded by fees collected at the landfill on material hauled in and by a mill levy assessed to tax payers and included as a line item in the General Budget. Each year the county auditor evaluates the needs in this fund and makes budget adjustments when necessary. The solid waste cost and expense, like other costs, continues to increase. It is the responsibility of the governing body of the county to see that this fund is adequately funded every year, and to insure that solid waste matters are properly addressed.

 

 

HOURS

 

The landfill is opened to the public every Tuesday and Saturday. Our summer hours are from 10:00 a.m. to 6:00 p.m. winter hours are from 9:00 a.m. to 5:00 p.m. from the 1st of December thru the 1st of March.

 

 

CONSTRUCTION AND DEMOLITION SITE

 

This site accepts construction and demolition material as defined in Article 34, 65-3402 (u) of the K.S.A. (Kansas Statutes Annotated) guide. Each load is pre-screened at the gate. It is screened again in the C & D pit at the waste screening site to separate any unacceptable material. It is distributed uniformly and compacted within a 24 hour period. Our cover requirements according to the K.A.R. 28-29-308 (k); shall be a minimum of 12” at least every 120 days. Waste generated by a natural disaster such as shingles and building debris can be disposed of in this site.

 

HOUSEHOLD WASTE

 

This type of material must be disposed of in a Sub Title D Landfill. There are six 2 yard dumpsters available for the public to use for the disposal of this type of material. As noted above, the Meade County Disposal Department collects the waste and then transports it to the Seward County Sub Title Landfill for disposal.

 

RECYCLE SITES

 

Recycle material is stored at these sites. When sufficient material is collected at each site, it is diposed of by a commercial contractor.

 

1.    Used Tire Site: The tire storage area shall be operated and maintained in accordance with the following procedures.

 

a)    No more than 500 tires may be stored

b)    Waste tire pile shall not exceed the following dimensions:

1)    Width – 50’

2)    Area – 5,000 square feet

3)    Height – 6’

c)     Tires, if stored for one month or longer shall be ricked.

d)    The storage area shall be operated and maintained so as to control mosquitoes and rodents.

e)    The tires will be picked up in one month or until there is a sufficient amount feasible for picking up by Resource Management From Brownell, Ks.

2.    Used Oil and Battery Site:

 

Citizens may dump used oil in a 300 gallon tank located on this site. The Meade County Road and Bridge Department will pick up the used oil and burn it in an oil burning furnace to heat the county shop. Automotive batteries are also stored at this site. Bohm Farm and Ranch out of Salina, Ks. Picks up the batteries at the same time they bale our scrap metal pile. See Appendix A-9 for amount picked up for 2008

 

3.    Scrap Metal Site:

 

Scrap metal, wire, aluminum and white goods that are free from CFC’s are stored at this site until enough volume is collected to warrant shipment. Bohm Farm and Ranch out of Salina Ks. bales and hauls our scrap iron. See Appendix A-9 tons pickedup for 2008

 

4.    Appliances with CFC’s:

 

Air Conditioners, refrigerators, freezers, and any other items containing chloroflourocarbans (CFC) must be recovered from a certified recovery technician. These items are kept separate from other white goods until the CFC’s are recovered. Then they are recycled along with our scrap iron. We currently use the technician from CMS here in Meade who is universally certified through the Department of Defense. There is a $20.00 fee collected for each item brought in with CFC’s.

 

5.    E-Waste Site:

 

E-Waste is collected at the Landfill and stored in a converted 24’ x 8’ trailer

 

 

E-Waste is collected and logged in. As soon as there is sufficient amount of items; then the items are logged back out, packed and hauled to the Seward County E-Waste facility by the Meade County Landfill. 2008 was our first year to hold an E-Waste collection at the same time we collected HHW. There was good success and this will continue along with having citizens bringing it in during the year.

 

 

OTHER SITES AT THE LANDFILL

 

1. Creosote Site:

 

This is where we store telephone poles, railroad ties fence post and any other treated wood as described under K.A.R. 28-29-300 (a) (4) (B) (i through iv). We do not bury or burn.

 

 

                 2. Tree Site:

 

 Trees and brush are stored at this site until weather conditions permit this material to be burned in accordance with control burn regulations permitted by KDHE,  Approval No. 01-96-030.

 

     Weekly burning is done, if weather is permissible. A maximum of 60 days can be    stored and then burned if weather conditions are acceptable. Plywood or any treated    wood is not allowed at this site in compliance with K.A.R. 28-29-300 (B) thru (C) (ii).

 

 

 

OTHER WASTE

 

 

1. Yard Waste:

 

A compost site was previously permitted at the Meade County Landfill. However, due to the cost in handling the compost material, the Meade County Commissioners decided to do away with this permit. There are now several options available to the public concerning yard waste. Grass clippings and similar yard waste generated in the cities may be put in plastic bags and collected by the Meade County Disposal Department and transported to the Seward County Sub Title D Landfill along with other household waste or they can put it in the 2 yard dumpsters at the Meade County Landfill. The three cities each have a compost site for their citizens to deposit grass clippings. Another option for individuals is to create and maintain a backyard compost bin.  Brush waste may be taken to the tree site to be burned providing it is not bundled in plastic bags or containers.

 

 

 

 2. Medical Waste:

 

There are several generators of medical waste in the county. They are the Meade District Hospital, the Lone Tree Compassionate Care Center, the Fowler Nursing Home, the Meade County Health Department, and the Medical Clinics in each of the cities. Medical waste from each facility are collected at the hospital and properly disposed of by Engineered Recovery Systems Inc. from Newton Kansas. The City of Minneola has a medical clinic in Fowler and they use Inserv out of McPherson Kansas.

 

 

 

3. Industrial Waste:

 

The oil and gas industry and agriculture industry generators are responsible for disposing of their waste by an approved method. Agriculture waste such as grain dust, crop residues and feedlot manure are typically applied back to the land. Dead animals can be removed or collected by commercial dead animal haulers or may be buried on the generators own property. Feedlot manure is a valuable fertilizer used by many local farmers when applied to cultivated fields, especially irrigated fields. No other significant amounts of industrial waste are generated in the county at this time.

 

 

4. Abandoned Vehicles:

 

The Meade County Landfill does not accept abandoned vehicles. Automobiles, trucks and farm machinery can be disposed of by making arrangements with local salvage yards or recyclers who specialize in dealing with this type of waste.

 

 

HAZARDOUS WASTE

 

 

Meade County is a member of the Santa Fe Household Hazardous Waste Region. Shortly after joining the region, hazardous waste were collected in the three cities and transported to Dodge City for disposal. By purchasing a building attached to the Meade Recycle Center in 1996, Meade County was able to store and process hazardous waste in the new facility. In spring of each year, there is a one day collection in each of the three cities. Public input is welcomed and encouraged at the present and in the future. See Appendix A-10 for a typical advertisement announcing the time and place of a collection event.  Small quantities; up to one gallon of hazardous waste is collected at these events. Large quantities of more than a gallon are refused and the individual will have to take it to another facility where large quantities are accepted. So far everything brought in has been up to one gallon or less. Approximately 1,500 lbs. of hazardous waste and their containers are collected each year. During the first few years of the program, there was a fairly high volume of hazardous waste, since patrons were cleaning out old inventories. In the next ten years, collections of hazardous waste should remain stable due to the fact that people are more aware and concerned about purchasing hazard chemicals. Hazardous waste is disposed of in the proper manner as outlined in the region-operating plan. One employee has completed the hazardous training program, and is re-certified each year and is responsible for the operation and disposal of hazardous waste.

 

 

 

FINANCING

 

Currently the Meade County Solid Waste System is financed by a combination of a tax levy, user fees, and recycled material sales. Expenses of the Landfill, Recycle Center and Hazardous Waste are funded by the line-item fund of the County General Budget. The amount of this fund was $135,000 for the year 2008. Revenue from the landfill collection fees is deposited in the landfill line- item fund.  $14,035.14 was collected in 2008. There is no user fee associated with the Recycle Center or Hazardous Waste; however, revenue is generated by the Recycle Center from income derived from the sale of recycled products. $7,161.70 was generated in this manner in 2008. The expenses of the Landfill, Recycle Center and Hazardous Waste are greater than the user fees and sale of recycled material. Therefore, the difference is made up from the Landfill line-item tax levy in the county general fund. The tonnage collected at these facilities reduces the amount of tonnage hauled to the Seward County Sub-Title D Landfill and the County Construction and Demolition Landfill.

 

As Explained above, user fees collected by the three cities finance the disposal of household waste. No tax money is used to finance the Disposal Department. For the year 2008, a total of $301,263.46 was collected by the Disposal Department; this includes user fees by the three cities, dumpster sales and poly-kart sales. Expenses for the year 2008 were $265,087.57. This includes tipping fees at Seward County Landfill, wages, office and shop supplies, repair, fuel etc. This leaves us with a total of $36,175.89. A collection fee for household waste was increased from $12.15 per month to $15.15 per month. For commercial it was raised from $16.50 per month to $19.50 per month. Tipping fees at the Seward County Sub-Title D Landfill as well as other cost have in the past and will in the future continue to increase. It will be necessary during the next ten years to make the department self-sufficient by closely monitoring the finances of the department. Collection rates will need to increase as cost increase.

 

 

 

 

 

PROPOSED CHANGES

 

The Meade County Solid Waste Committee, after studying the current solid waste system in the county, does not recommend any changes at this time. Each city has local ordinances and laws pertaining to protection of air, water and land resource, such as no burning regulations, abandon automobiles, zoning and etc. The county has burning regulations in force, but does not have county zoning regulations. County policy concerning solid waste is subject to KDHE and EPA requirements. County zoning may be necessary in the future, but with the current trends regarding population and economic growth being stable, it is not foreseen that the county will implement county zoning regulations.

 

 

 

10 YEAR TIMETABLE

 

The selected Solid Waste System is expected to be in place in current form through the 10 year timetable period. There will be annual reviews and a 5 year update will be performed during the planning period. During the next ten years it is anticipated that a new Construction and Demolition Cell will need to be built. Up-grading the equipment needed to handle solid waste will need to be made. This plan must continue to inform the public about the importance of recycling and proper disposal of solid waste in the county.

 

 

CONCLUSION

 

It is the feeling of the Meade County Solid Waste Committee that the solid waste systems described in this plan are sufficient to adequately address the present solid waste issues within the county. The committee needs to identify future demands and obstacles and make appropriate decisions to insure that solid waste in Meade County is disposed of in a manner conforming to all the laws and regulations set forth by the legislature and Kansas Department of Health and Environment.

 

Solid waste generated in Meade County during the next 10 years will not vary much from the amount that is currently being generated. Unforeseen growth may require changes and/or revisions to the solid waste plan. The committee will re-evaluate those needs on a yearly basis.

 

It is the responsibility of the County Commissioners to insure that the solid waste matters are properly addressed and financed. Each year the committee will evaluate the plan to see if changes need to be made to improve the handling of solid waste in Meade County, and to see if solid waste matters are properly financed, and to identify and address new and unforeseen challenges. Community awareness should and will be an important factor in the future regarding solid waste. In this modern world, there are many challenges facing society. Preserving the environment, we need to make responsible decisions to protect our planet for future generations. Meade County is dedicated to meet this challenge and do their part in meeting this goal
